Chief Executive Officer
Deb Stuart accepted the Board’s invitation to join Bayley House as CEO, commencing in October 2023. Deb has extensive experience in the disability and community health sectors, most recently leading Central Bayside Community Health Services as CEO.

Anthony Di Battista
General Manager Shared Services
Anthony has extensive experience in the commercial and not-for-profit sectors and joined Bayley House in 2021. Anthony has a strong commitment to Leadership Development, Learning & Performance Culture and to Employee Engagement which is driven by a commitment to meaningful and sustainable client outcomes. Anthony is passionate about empowering the Bayley House workforce to continue to deliver exceptional support and to building a positive client-centric culture driven by our core values of connection, achievement, respect and excellence.
Andy Gabriel
General Manager Home and Living Support
Andy joined Bayley House early 2021, bringing with him a wealth of experience in the delivery of accommodation and community living supports in the disability and aged care sectors. He is passionate about the provision of a high standard quality of care that is reflective of the needs and expectations of the clients. Andy brings impressive working knowledge and a valuable skill set combined with his personable approach.
Natarsha Warren
General Manager Day Programs
Natarsha has worked in the disability sector for over 20 years with extensive experience in program development, diversity and inclusion. Holding a Bachelor of Education and Music alongside qualifications in disability, Natarsha has held many roles across multiple departments of Bayley House. Natarsha has successfully guided the development of our Day Program activities and in the Bayley House Leadership team for over 5 years. Her previous experience lecturing in disability studies at Victoria University paved the way for her Senior Consulting role with Disability Services Consulting (DSC).
With experience in Person Centred Active Support and Practice Leadership, Natarsha is passionate about ensuring the people we support experience an exceptional quality of life.
Penny Scott
General Manager Day Programs and Bayley Arts
Penny has worked in the disability sector within not for profit and local government organisations for over 30 years and is passionate and committed to supporting people with disability and their families. Penny previously worked at Bayley House for over 18 years before departing to undertake roles with Melba and Scope. Penny returned to Bayley House in March 2022 to continue supporting the development of programs and services across the organisation. Penny is a strong advocate for person centred active support, and equitable access to services. She has an extensive background in direct support work, program development, community partnerships and management; and holds a Graduate Diploma in Community Sector Management and related qualifications in Outdoor Recreation and Leisure (Disability) and Investigations. Previous roles undertaken at Bayley House include Program Manager and General Manager of Day Programs, Quality Manager and Team Leader responsible for the establishment of Roxburgh House.
Michelle Hayward
Director of Philanthropy
Michelle joined Bayley House in 2023 and brings with her over 20 years of experience working across philanthropy and fundraising in the not for profit sector. Michelle is excited about working with the Bayley House team to inspire our key stakeholders, both internally and externally to realise our vision for all people with intellectual disability to lead a full and rich life.
Janet Batey
Director Client Support & Advocacy
Janet has worked in the disability sector for over 45 years and has received a national award in recognition of her support of people with an intellectual disability. She has worked in executive roles for the past 20 years including CEO at Bayley House from 2009-2011. Janet has specialist qualifications in Social Science and a Masters in Health Science Disability Studies. She brings a life-long zeal for improving services and quality of life for people with a disability.
Chris Glennen
Director Accommodation Services Development
Chris has worked in the community housing sector since 2004 and the disability sector more broadly prior to that. He was CEO of Active Community Housing for ten years from 2009 and following Active’s merge with prominent Victorian housing association, Haven; Home, Safe HHS) was Executive Director Active SDA until the end of 2020. Chris completed a Bachelor of Economics Degree and a Bachelor of Social Work at La Trobe University. He later completed a Masters of Social Work at the University of Melbourne. His career has involved service delivery, management, consulting and teaching in human services. Chris is committed to ensuring people with disability have access to safe, secure housing with the supports they need to live independently in the community.
Justin Bruce
Director Hidden Disabilities
Justin joined Bayley House early 2020 and further strengthened the marketing department to help create, deliver and promote the valuable services offered by Bayley House to enable participants to flourish and thrive. For the past 10 years Justin has been dedicated to promoting the voice of people with disability to build self-advocacy and proudly supporting the workforce who strive everyday to make a positive social impact. Justin is a professional marketer with a career that spans several sectors and too many decades to mention!
